HOT FIX: ORT 1.16.0 Issue

Temporary fix due to the MS Issue of 1.16.0 ORT library https://github.com/microsoft/onnxruntime/issues/17631
Default 'AzureExecutionProvider' instead of CPU
Awaiting for the 1.16.1 patch

If you find there "WD14 tagger" - try to disable it and then follow the steps above once again. This extension causes reinstalling of `onnxruntime` to `onnxruntime-gpu` or `onnxruntime-extensions` every time SD WebUI runs.
